I'm of the opinion that police officers are sometimes under-educated grunts who let power go to their head and are used to trying to physically dominate anyone who opposes them, because they played football in high school and that's all they know.
(this is a gross generalization and does not apply to a lot of upstanding hard working and under-appreciated officers)
And in the case of the officers' superiors, much like public schools districts who enact zero tolerance policies, they make broad policies on how to deal with "disruptions" and they don't take the time to evaluate each incident individually with common sense and compassion.
